1) Only those who do not own a house or land should submit an application-
2) An application can be made on an identity card
3) Every citizen of Pakistan who has an identity card can submit an application
4) Candidates who are unable to apply online should go to the office of the Assistant Commissioner of their Tehsil and submit the form.
