High inflation in agricultural inputs—including DAP, urea fertilizer, certified seeds, and diesel—frequently forces smallholder farmers to borrow from local middlemen at predatory mark-up rates. To break this cycle and digitize direct farm subsidies, the Government of Punjab, alongside the Agriculture Department and The Bank of Punjab (BOP), operates the Chief Minister Punjab Kisan Card.

This digital card acts as an interest-free seasonal credit wallet, allowing farmers to buy verified farm inputs directly from registered input dealers without middlemen commissions.

  • Residency: Permanent resident of Punjab holding an active, valid CNIC.
  • Landholding Category: Smallholder / subsistence farmers owning agricultural land between 1 acre and 12.5 acres.
  • Land Record Synchronization: Landownership records must be actively updated and verified in the Punjab Land Record Authority (PLRA) digital database.
  • Biometric Mobile Verification: The applicant must apply using a mobile phone SIM registered with the Pakistan Telecommunication Authority (PTA) under their own personal CNIC.
  • Clean Credit Bureau Record: The applicant must not have unpaid defaults with the Zarai Taraqiati Bank Limited (ZTBL), commercial banks, or microfinance institutions.

Step 1: Online / SMS Registration Process

Registration requires no physical paper forms or visits to private agents:

  1. Check Your Phone SIM: Ensure your active mobile SIM card is registered in your own name at NADRA/PTA.
  2. Send SMS to 8070:
    • Open the SMS app on your mobile phone.
    • Type: PKC [Space] Your 13-Digit CNIC Number (without dashes or hyphens).

  3. Receive Confirmation: The automated government gateway checks your credentials across NADRA and PLRA databases and sends a reply confirming registration processing.

Step 2: Verification and Account Setup

  1. Biometric Verification: Visit the designated partner outlet (such as HBL Konnect or the local Tehsil Agriculture Extension Office) to complete biometric fingerprint authentication.
  2. Bank of Punjab Account Generation: Once verification clears, The Bank of Punjab automatically sets up a dedicated Kisan Card checking facility linked directly to your CNIC.
  3. Collection Alert: You will receive an SMS notifying you when the physical plastic smart card has arrived at your local Tehsil Agriculture Department Office or designated BOP branch.

Step 3: Card Activation and PIN Generation

You cannot swipe your card at a dealer until it is activated:

  1. Visit The Bank of Punjab ATM: Take your card, original CNIC, and registered mobile phone to the nearest BOP ATM.
  2. Insert Card: Insert the Kisan Card into the machine.
  3. Generate Biometric PIN: Enter your CNIC number when prompted, or authenticate via the ATM’s built-in biometric thumb scanner.
  4. Enter OTP: Enter the 4-digit One-Time Password (OTP) received on your registered SIM card.
  5. Set 4-Digit ATM PIN: Create a secure 4-digit secret PIN code. The card is now live and funded for the current crop season.

How to Buy Inputs at Authorized Fertilizer Dealers

The funds cannot be withdrawn as unrestricted cash from standard ATMs; they are locked to registered agricultural point-of-sale (POS) systems:

  • Locate a Registered Dealer: Visit an authorized local fertilizer, seed, or chemical dealer equipped with an official government digital POS machine.
  • Purchase Inputs: Select your required sacks of fertilizer or seeds.
  • Swipe and Verify: The dealer enters the purchase bill into the POS terminal. You swipe your Kisan Card, enter your secret PIN, and place your thumb on the biometric sensor to clear the payment directly from your interest-free credit line.
  • Receipt Verification: Keep both the digital POS printout and the physical sales receipt from the dealer for your seasonal tax/audit records.

Avoiding Fraud and Common Delays

  • Wrong SMS Format: Typing punctuation or dashes in the 8070 SMS results in immediate automated rejection. Ensure the format is strictly PKC 35201XXXXXXXX.
  • Unregistered Land: If your land transfer is pending at the local Patwari level and not entered into the PLRA Arazi Record Center, the system cannot verify your acreage. Update your computerized Land Fard before sending the SMS.
