Green Banking: SBP Financing Scheme for Renewable Energy (Solar & Wind)

Escalating electricity tariffs and grid instability have turned solar power from an optional upgrade into a core operational necessity for Pakistani businesses, farmers, and homeowners. Recognizing the burden of high power bills and the need to reduce fossil fuel imports, the State Bank of Pakistan (SBP) rolled out the SBP Financing Scheme for Renewable Energy (alongside its Shariah-compliant Islamic alternative).

This central bank concessionary refinance facility provides financing at a capped fixed mark-up rate of 6.00% per annum—a fraction of open-market commercial borrowing costs.

Below is the complete breakdown of the three operational scheme categories, borrowing limits, net metering criteria, and how to apply through partner banks.

The 3 Scheme Categories and Financing Limits

The central bank divides financing into three distinct windows depending on generation scale and consumer type:

Scheme CategoryTarget BeneficiaryCapacity RangeMaximum Loan LimitFinancing Tenor
Category ILarge industrial setups, IPPs, and commercial power producers> 1 MW up to 50 MWUp to PKR 6 Billion per projectUp to 12 Years (including 2-year grace period)
Category IIMedium businesses, SMEs, commercial buildings, tube-wells, and residential consumers4 kW up to 1 MW (1,000 kW)Up to PKR 400 Million per borrowerUp to 10 Years (including 3-month grace period)
Category IIICertified vendors, EPC contractors, and Renewable Energy Investment Entities (RE-IEs)Solutions up to 5 MW leased to end-usersUp to PKR 2 Billion per entityUp to 10 Years (including 6-month grace period)

Mark-up / Pricing Breakdown

The end-user pricing under this refinancing facility is strictly capped:

  • SBP Service Charges / Refinance Rate: 2.00% to 3.00% per annum
  • Bank / DFI Allowed Spread: 3.00% to 4.00% per annum
  • Maximum End-User Rate: 6.00% Fixed per annum

(Note: Islamic commercial banks offer this under the Islamic Financing Facility for Renewable Energy (IFRE) utilizing Diminishing Musharakah or Ijarah modes, maintaining the identical 6% annual pricing ceiling).

Eligible Technologies and Applications

The facility covers green investments designed for captive self-use or two-way net metering:

  • Rooftop Solar Photovoltaic (PV) Systems: On-grid systems connected to distribution companies (DISCOs) via NEPRA’s Net Metering Regulations.
  • Solar Agricultural Tube-Wells: Replacing diesel pump sets with solar inverter systems on farmlands.
  • Wind Power & Biogas Generators: Small-scale wind turbines and bio-waste power generators for agricultural and dairy processing units.
  • Hybrid Storage Add-ons: Industrial battery energy storage systems (BESS) incorporated into captive power setups.

Key Eligibility and Compliance Conditions

To ensure capital safety and technical durability, the SBP enforces specific engineering standards:

  • Certified EPC Vendors Only: The equipment must be supplied and installed by vendors and engineering contractors holding active certification from the Private Power and Infrastructure Board (PPIB) / Alternative Energy Development Board (AEDB) under Regulation 2018.
  • Tier-1 Components: Solar PV panels and inverters must meet international certifications (such as IEC or UL compliance) to qualify for bank financing.
  • DISCO Net-Metering NOC: For grid-connected Category II units, applicants must satisfy local power utility requirements (e.g., LESCO, K-Electric, IESCO, FESCO) to obtain net-metering sanctions.
  • Clean Financial Record: Clean e-CIB report showing zero bank write-offs, loan restructuring, or defaults.

Documentation Checklist

Keep these essential documents ready before submitting your dossier:

  • CNIC copies of applicant / business directors.
  • Electricity bills of the premises for the preceding 12 months (verifying sanctioned electrical load).
  • Certified Engineering Quotation: Technical proposal, single-line diagram (SLD), and equipment bill of quantities (BOQ) issued by an AEDB/PPIB-approved solar contractor.
  • Structural Stability Certificate (for industrial rooftop solar panel loads).
  • Proof of income: Salary slips and bank statements (for individual consumers) or audited company accounts / tax returns (for commercial enterprises).

Step-by-Step Application Route

  1. Vendor Selection & Site Audit: Hire an AEDB/PPIB-certified solar vendor to conduct a structural audit of your site and issue a formal commercial quotation.
  2. Apply at Participating Bank: Visit an active commercial bank branch offering green energy loans (e.g., Bank Alfalah, Meezan Bank, HBL, Bank of Punjab, JS Bank, or Meezan Bank for Islamic finance).
  3. Submit Green Finance Application: Submit the standard SBP Renewable Energy requisition form along with vendor documentation and identity proofs.
  4. Credit Approval & SBP Allocation: The commercial bank assesses your cash flows, approves the case internally, and registers the project with the SBP’s IH&SME Finance Department to lock the 6% refinance quota.
  5. Vendor Payment & Grid Synchronization: The bank issues a Pay Order directly to the solar vendor to procure Tier-1 inverters and panels. Upon physical installation and DISCO net-metering green meter activation, the loan is formally mobilized into the regular monthly repayment schedule.
